The Police Education Council

The Police Education Council is an independent advisory body created by law in 2003. The Council provides solicited and unsolicited advice to the Minister of Justice & Security on matters of police education and training in the Netherlands. The Council uses input from the Police Academy, the Police and other stakeholders in police education as well as regular vocational and higher education. In addition, the Council is a dialogue platform for parties directly or indirectly involved in police education and training in the Netherlands. A small bureau provides administrative and secretarial support to the Council.

Areas of concern

The Police Act 2012 assigns the following tasks to the Council:

  • To maintain and improve the Dutch Police Qualifications Framework for police education and training regarding developments on the labour markets
  • To advise on the quality requirements for learning on the job
  • To stimulate a good working relationship between on the one hand police education and training and on the other hand regular vocational and higher education
  • To advise on the four-year agenda for policing research

Working committees

Four working committees have been created within the Council:

  • The working committee on Qualifications
  • The working committee on Police Education and Training
  • The working committee on Research
  • The working committee on Shielded Qualifications

Each committee analyses and discusses topics within its remit and presents its findings to the Council as a foundation for the Council’s advice to the Minister of Justice & Security.

Membership

Members of the Council and the working committees are drawn from the Police, the Police Academy, the police unions, the Public Prosecutor’s Office, public administration, vocational education and higher education. The Council has an independent chair and vice-chair. All members of the Council are appointed by a royal decree issued by the government for a maximum of two six-year periods.
